China allocates disaster relief funds to regions hit by Typhoon Ragasa floods

    September 24, 2025

BEIJING — Chinese authorities on Wednesday earmarked 150 million yuan (about $21 million) of central natural disaster-relief funds to support rescue and relief work in regions impacted by flooding caused by Typhoon Ragasa.

The funds were allocated by the Ministry of Finance and the Ministry of Emergency Management.

They will be used to support the provinces of Guangdong, Hainan and Fujian in relocating affected residents, eliminating hazards, inspecting risks of secondary disasters, and implementing emergency repairs.

On Wednesday, the National Development and Reform Commission (NDRC) allocated 200 million yuan from the country”s central budget to support emergency restoration work in Guangdong.

The funds will be directed toward the emergency repair of damaged infrastructure, including roads, bridges, water conservancy projects, schools and hospitals, to help restore normal life and production in affected areas as soon as possible, the NDRC said.

Typhoon Ragasa — the 18th named storm of the 2025 Pacific typhoon season — made landfall in Guangdong at about 5 pm Wednesday. The typhoon churned ashore on Hailing Island, which is a part of the city of Yangjiang in Guangdong, with a wind-force high of 40 meters per second near its center.

As of 10 pm Tuesday, more than 1.89 million residents had been relocated across the province.

Meteorological authorities forecast that Ragasa will continue moving westward at a speed of roughly 20 kilometers per hour and gradually weaken.
