    un nouveau label européen promet plus d’exigence

    Le 31 janvier, la présidente du conseil régional d’Ile-de-France, Valérie Pécresse, faisait tinter la cloche de la Bourse de Paris. Ile-de-France Mobilités, la régie régionale des transports, devenait ce jour-là le premier acteur public à émettre une obligation sous le nouveau label européen EuGB – European green bond ou « obligation verte européenne ».

    Cette norme volontaire, instaurée par un règlement européen de fin 2023 et entrée en vigueur en décembre 2024, complète la réglementation, tout aussi facultative, du florissant marché obligataire vert. Son but : « Redonner de la confiance aux investisseurs et accroître les investissements à l’impact réel sur l’environnement », explique Gregory Frigo, chargé de la finance à l’ESMA (European Securities and Markets Authority), l’Autorité européenne des marchés financiers.

    Dans cet univers d’investissement né en 2007, l’acteur qui veut lever des fonds n’a qu’à décréter que son obligation est verte pour l’appeler ainsi. Depuis 2013, il peut se référer aux principes des obligations vertes de l’International Capital Market Association, fédération internationale de l’obligataire. Celle-ci préconise de décrire le projet à financer et ses bénéfices pour la planète, d’y allouer la totalité des sommes prêtées, de détailler leur utilisation et de faire auditer ces déclarations.
